Unitary and federal systems of governments are types of territorial organisation within a state and describe how power is dispersed.

A unitary system sees the state governed as a single unit with power held ultimately in the centre by the national government. Unitary governments can find power decentralised to regional government or sub-national bodies in the form of devolution or regionalism as in France or the United Kingdom. This differs from federalism, however, in that the power is simply delegated to other bodies by the nation government and that central government can ultimately remove or reduce that power.

Federal government sees power shared between the central government and political units (such as states or provinces) by the constitution. The individual states have the right to make decisions and govern on certain issues without the consent or agreement of central government. Importantly, this right cannot be taken away by the central government because it is one which is given to them by the constitution. Examples would include Germany and the United States.

A confederate government sees individual sovereign states delegate certain powers to common institutions in order to co-ordinate decision making in certain areas but without creating a new supreme sovereign body on top. The sovereign states have a right to leave at any time and any changes to the structure of the organisation must be made by unanimous consensus of the members.
