The function of the three branches of the US federal government is to write, interpret and enforce laws. One might begin to compare/contrast by determining how they are empowered individually to accomplish these goals.

Prince Georgy Lvov was the first leader of Russia after the fall of the Czar. He headed the Provisional Government for the first 3 months of its existence immediately after Czar Nicholas II abdicated. Later, Alexander Kerensky took over the Provisional Government for the next 3 months. Then Vladimir Lenin and the Bolsheviks overthrew the Provisional Government and Lenin became the leader. In any event the very first leader of Russia "after the fall of Czarist Russia" was Prince Georgy Lvov and the Provisional Government.
1. Russia is further East than Western Europe. 2. It covers more time zones ( at a guess) 3. Western Europe is FAR better at hiding corruption and governmental influence via money than Russia.

Russia was losing and it was hard for them, this was affecting the government and people. Food and fuel for the war was running out, and the people started to doubt that they could hold much more in the war. The formal end was 1918 march 3.

Article 3 of the Constitution of the Russian Federation states that the bearer of sovereignty and the only source of power in the Russian Federation is its multinational people. The people exercise their power directly and through bodies of state power and local self-government. No one may appropriate the power in the Russian Federation. The seizure of power or appropriation of the authority will be prosecuted under federal law.

Russia was not as industrialized as the other Nations fighting, 2/3 of it's population were peasants, proletariat were exploited, and they had revolutions and changes of governments (Tsar Nicholas II, then Provisional Government, then Lenin who stopped the war).
