The answer is not as simple as yes-no. Let me explain. A computer is a plastic-metal box that holds electronic pieces, wiring, a screen, and keyboard. It's put together in a way that lets humans turn it on and off. But it needs an Operating System to do more than show a "C" prompt (old DOS systems). When a computer has an Operating System (like Windows 10), Browser (like Chrome), and Internet Connection, it is still very "dumb". Naturally it was used in DOS, and I'm not sure if the address is the same in Windows or Other OSs. But back then anything that needed to be shown on computer's display had to be written there. If I'm right the even numbers in this Address, along with the positon of the cursor, specify the ASCII code of the character to be displayed.
