The answer is not as simple as yes-no. Let me explain. A computer is a plastic-metal box that holds electronic pieces, wiring, a screen, and keyboard. It's put together in a way that lets humans turn it on and off. But it needs an Operating System to do more than show a "C" prompt (old DOS systems).

When a computer has an Operating System (like Windows 10), Browser (like Chrome), and internet Connection, it is still very "dumb".

Before it can act smart, humans must understand how people problem-solve. Then, programmers use coding and algorithms to "process" information humans want, "retrieve" the information from a big library (servers), and "deliver" the info to the user. THAT is when a computer becomes a human problem-solving tool.

But humans can solve (or try to solve) a problem 101 different ways. Other algorithms can be written to make computers "smarter" to keep up with how humans function. For example, "spellcheck" is an algorithm that humans wrote code for to help other humans during our problem solving. In Google, I can misspell a word---and the spellcheck algorithm SHOWS the correct word!
