Not at all. Humankind naturally balks at others giving them commands and orders that are enforced by the might of Law and Order institutions. That's why we have revolutions now and then.

The key to social harmony and peace is not might, it's consensus. When society concurs with the institutions that enforce the law and order, there will be peace and harmony...to a certain extent.
