Nope. At least it isn't that way in BC and Alberta (so I would assume that would go for the rest of Canada (don't mark my words on this though)). They only time you need a license is when you are 16 years of age or older in most provinces. The only rules that you have to follow are the provincial and regional regulations which tell you how many fish you can keep and the rules behind how you can fish for them. Follow all of these rules or else the law will be really upset. Ask your parents to pick up a fishing regulations book for you and you can look through it until you find where you want to fish and they see what you have to do.
Well in Maryland you can fish with a Maryland fishing license and in West Virginia you can fish with a West Virginia fishing license.
