yes they are high level or speaker outputs anywhere in the 3 to 15 watt range if they were low level they would have insulated rca outputs. depending on your system they can go into a factory amp and boost the wattage or just go straight to speakers most have booster amp

To connect one speaker to the right and left outputs of a stereo amplifier, split the input into two parts. These should go to the left and right signals. The input of the amps should be a stereo input.
