It depends on what you mean. If you mean chili, the food made of beans and meat, they can probably have a very small amount as a treat (as long as there are no harmful foods in it). If you mean chili peppers, the answer is definitely yes! Birds love chili peppers, in part because they don't react to spicy foods the same ways we do.
As in chili peppers? They do. Most seed mixes have them in it and birds don't seem to notice. I have seen them pick out the peppers specifically so they must like them or at least some do. They have personal preference like most animals.
