No, a preamp is not always necessary for subwoofer sound. You will, however, always need some form of "crossover" to ensure that you only send bass frequencies to your subwoofer.
While a good receiver is important, the subwoofer is really in control of sound quality.

Yes a subwoofer can be plugged into a stereo without an amp but it wont sound good and wont hit anywhere near as hard as if you had it runnin through an amp... get an amp
