No you can view them at any time. If you and someone else have both added each other you can view the contacts from your left hand side bar next to "Recent Chats".

You cannot see who a person has added but you can see how many contacts they have. Sometimes if they have this option enabled you can select their profile picture and it will say "Contacts:" with a number next to it.
