They used to up until the 60's (and by all accounts they decimated a large chunk of the population and orcas are noW quite rare around Japan. Just a hundred or so remain)

Japan doesn't currently hunt orca but they could start again If they wanted as the hunting of small whales is not monitored by the International Whaling Commission (IWC).
