Yes, but only a few competitors. I recall a short track skater 2~3 days ago.
No. Seoul, South Korea hosted the 1988 Summer Olympics but North Korea did not host any of the events that year and has never hosted an Olympic Games.
North and South America are combined.

No they cannot be paid if they compete in the Olympic games, they are amateurs until they are paid professionally, then they can no longer compete in the Olympic games.
Women were not allow to compete at the first Olympic in 1896.
Its all about Jealousy. North Korea hates seeing its Southern Neighbour succeed in world wide events. Kim Il-sung thinks North Korea is the supirior Korea and that the South has no place in the modern world. He must have been so pissed when he found out his neighbour's economy overtook his in the 70s and 80s. So when Seoul won the olympic bid, North Korea threw a tantrum and demanded to the Olympic committee that half the games take place in their capital Pyongyang (they claim this would make the world see Korea as one country which is what they want). The Olympic committee said that Seoul and Seoul alone won the right to host the 1988 olympics but could offer North Korea only some events to keep it happy. North Korea refused and boycotted the games in protest.
No. Through the 2008 Games in Beijing no athlete representing North Korea has ever competed in Olympic Taekwondo.
