No. This is blaming the victim. While children do choose to do things that deserve discipline, they do not choose to be abused.

For instance, if a father comes home drunk and beats the kids, the kids did not cause him to drink or to be violent.

Now, there are people who are not fit to be parents, and they might have become more abusive after they had children, but that is not the fault of the children. What you have are mentally unstable people who don't even love themselves attempting to take care of kids when they can barely take care of themselves.
