Usually regulations don't mention much about dry food items, so I think it is up to the security staff to decide. I've had cookies taken from my daughter (bastards!) and although cookies are not explicitly prohibited, that was the security guy's personal decision. I think different airports tend to develop different ways of handling these 'in-between' cases. But strictly speaking, the legislation mentions only liquid, or semi-liquid, items.
