Don't. "HID kits" are widely available, but they are (all) illegal and dangerous. The only legitimate/safe/legal HID conversion is to install complete HID headlamp assemblies designed, built, tested, and certified as such. Halogen headlamps mustuse halogen bulbs.

To activate the warning lights on a BMW Z3, locate the hazard light button, which is typically marked with a red triangle and located on the center console near the radio controls. Press the button to turn on the hazard lights, which will illuminate all turn signal lights simultaneously to alert other drivers. To turn them off, simply press the button again. Always ensure your vehicle is parked safely if you need to use the hazard lights.
why do the head lights blink like a strobe. Hmmm, maybe it's a old police unit. If lights are blinking like that it is a anti theft device & only will do it siting still. are on all the time just another safety device added to sell a car.
I think that if you wish your lights to be on during the day you have to bring your keys, all of them, to the dealer and he will be able to program them so that your car operates with lights on all the time.
