Quit driving. But if you are going to work a DOT regulated job, then you must conform to DOT regulations. I'd say "consult with an attorney", but every trucker reading this knows that no lawyer is going to get the DOT to give you an exception. If you had that much clout, you'd not need to drive.
DOT 4 has a higher boiling point than the similar glycol-based DOT 3 fluid, but for a daily driver vehicle such as the cobalt, DOT 3 will suffice. MAKE SURE YOU DO NOT MIX DOT 3 WITH DOT 4.
A Geo Prizm requires regular DOT 3 brake fluid. Brake fluids labeled DOT 4, or "exceeds DOT 3 and DOT 4 specs" (such as Castrol GT/LMA) are also acceptable; these DOT 4 fluids have higher wet boiling points.
