They should, if they expect to be able to teach the language to students. It doesn't necessarily have to be their native language, but they should be highly proficient in it. It is nearly impossible for one to teach Spanish (or any other language, for that matter) without speaking it, whether it be their native tongue or not.
Thus, most (if not all) Spanish teachers speak Spanish.
