I don't know what a "WaWa" is, but let's just assume it's a supermarket or other sort of business that carries items that would ordinarily be eligible for SNAP (basically, food that's not ready to eat).
Not only do not all businesses that sell food have to accept food stamps, not all businesses that sell food are able to accept food stamps. Businesses must apply to the government for the right to participate in the program. Most of them do, because otherwise they're basically telling potential customers "We don't want money, go shop somewhere else", which is not a very sound business plan.
Update: I've found there's a chain of convenience stores called "Wawa's" in the northeastern US. A lot of what convenience stores sell isn't eligible for food stamps; for a convenience store, it may be simpler just to not accept food stamps than to have your staff constantly telling people that yes, they accept food stamps, but no, they don't accept them for that burrito the customer just microwaved, because they can't legally do so.
