No not all border collies are hyper. it depends how you raise them. if they get no exersize and get over fed your border collie will be lazy. if you take your collie for walks about 4-7 times a week and keep him on a good diet your border collie will be fit and hyper, but they wont be over hyper even fit border collies can be lazy sometimes.
