No. Scoring a 4 on a high school AP test is a good grade, and a large percentage of universities and colleges will accept that score and give you a transfer credit for the subject, so you may avoid re-taking it in college. But many other universities, (mostly ones who are part of the Ivy League, and other colleges who consider themselves esteemed or prestigious) will not accept anything less than a perfect 5, and some universities go as far as to not accept AP credits at all, your score notwithstanding.
If you received a 4 on your AP exam, there is a good chance that your preferred university will accept it (after you get in, of course!) but all universities are different, and they are all allowed to create their own standards for accepting or rejecting AP scores. You should check the college's website or talk to someone in admissions if you would like to know a specific school's policy on AP scores.
Hope that helps!
Most colleges will accept both, but you will find that, typically, colleges on either US coast will prefer the SAT and colleges are more inland will prefer the ACT.

Whether all colleges/ universities in USA accept rush shipping of SAT scores? whether credit card payment can be made in USA for the student registering from Kenya?
Almost all colleges accept FASFAs. An FASFA is a form of student loan help and almost all colleges accept this, so therefore an FASFA college is not better than an ordinary college. They are the same.
