Dancing is based on school terms.. There are dance 'schools' And you attend dance 'classes' You have a dance uniform ect.. You have yearly exams, once you pass you go onto the next grade.. all based on a school background. The person who teaches your classes is called your Dance teacher, But the 'Boss' (Im presuming you mean the head of the whole dance school) Is called the school principle. Again just like school :)
The answer is yes.
First of all, not many dance schools teach break dance. Most schools teach hip-hop though. But if you can find several schools that teach break dance, it depends on the dance school. Remember: Hip-hop is very, very close to break dancing, so if there are no break dancing schools around you, you should try hip-hop:)
Dance competititions are usually available through dance schools. That way the dancer can represent the school. Many dance schools throughout Victoria can assist with this. Nearly all major cities or towns have a dance school of some description. Look at AUSDANCE WEBSITE for a list of schools, or have a look in Dance Australia Magazine.

Most of the school will conduct class X exams of their own. But secondary schools (schools upto X) will have board exams.
Exams at Secondary 2 are not national ones. They are instead conducted by the schools themselves, thus you would find that the papers are different across multiple schools.
