They do actually, and will mostly bark if they are stressed, frightened, trying to get another pack member's attention, curious or alarmed at something. A wolf's bark is a bit softer and quieter than a dog's and is only reserved for short-distance communication. If they have to communicate with a pack or a lone wolf a long distance away, they howl.
Yes, they can bark, but only in rare cases. Mostly they "bark" when warning the others in the pack of something dangerous, but it isn't really bark - it is more of a "moff".

Dogs bark for a variety of reasons including raising a warning, request for attention, or just for fun. We lived in a bad neighborhood for a couple of years. We trained our black lab to bark on command. If someone was dealing drugs or hanging out to close to the fence line we would tell him to bark. He would run over to the fence and bark at them until they left and then return back to us. He seemed to think it was a lot of fun.

However, not all dogs whine - some are well socialized and confident so they don't whine. On the other hand, excessive whining (ie, to the point of disrupting the household) is a sign of behavioral problems that should be addressed with an experienced dog trainer or dog behavior therapist.

∙ 13y agono. The basenji is a dog breed that isn't able to bark, naturally, from birth. Another reason that some dogs don't bark, is they can have a surgery done to remove its barking ability.
