not necessarily. the more famous rivalries like dialga/palkia, mew/mewtwo, etc. obviously have problems with each other. other Pokemon packs like the legendary birds, dogs, and spirits usually just leave each other alone. For all i know, Lugia and Ho-oh don't have any problems, they both guard their own turfs. The only three-way legendary clash i know of was kyogre/groudon/rayquaza.
