No they don't. Since cats are quadripeds, they do not need to have a uvula. Humans have a uvula so that food doesn't go into the nasopharynx. The uvula isn't doing its job when drinks come out your nose. However, since cats and dogs are quadripeds, they don't need to worry about this and thus do not have a uvula.
