Generally no, they circulate air from inside the house. This also requires less energy then trying to cool the hot air form outside. Many models have an outside air vent that can be opened. This vent is usually about 2-3 inches square and although the fan is drawing air over this vent I believe the amount of fresh air brought in is relatively small and I leave mine closed. Like i said it is cheaper that way plus i don't see the need for that small amount of outside air - i just open the windows after it has cooled off ( most nights ).

Air conditioners cannot destroy heat, they can only move it from one location to a different location. If the air conditioner is moving heat from one part of a room to a different part of the room, that is not going to make the room any cooler (actually it will make the room hotter, since there is a certain amount of waste heat created by the process). If, however, you can move heat from a room to the outside of the building, then the room can be cooled.
