There is no temple of the sea in Pokemon Platinum. In order to get Manaphy in Pokemon Platinum you need to go to Manaphy's special event at any Gamestop (special events are very rare). The temple of the sea isn't in the Sinnoh region.

you need to clear Pokemon ranger and trade the manaphy egg to diamond/pearl and then you can trade it to platinum but i don't think there is any other way to get manaphy except action replay but if you do that get a magmar or macargo to hatch the manaphy egg faster

IN any POKEMONDS version To get a manaphy You've got to trade it after you complete Pokemon ranger once you've completed it you'll get a manaphy egg which can be hatched only through pearl diamond or platinum you've got to trade it from Pokemon ranger to pearl diamond or platinum and then hatch it you can also get a phione if you put your manaphy with a ditto in the Day care centre
