yes it does use energy. My straightener uses energy when it is plugged in, but not on. What i have learned to do is unplug all the things that don't need to be plugged in. If u think that something needs to stay plugged in then leave it in but if it doesn't my best advise is to unplug it!

Depends on the device. If a lamp is not turned on, it draws no power. However, many items are called "vampires"- they draw at least small amounts of power whenever plugged in. A cell phone charger, even when not charging, draws some power through its transformer. A computer may have a fan that runs, the kitchen range may not be using the burners, but the clock runs, etc.
