They get it from their parents. Like if the red panda was a brownish redish color it baby would look the same.

I can only speak regarding livebearers and that most young do look like their parents immediately after birth, some are slower to develop their full colors. For example, a redwag swordtail baby will be slightly orange with a hint of black on the their tail.
