Yes, there are barn owls in Tucson. I believe they have some at the Desert Museum, but they are common in the wild as well.
Barn owls tend to live closer in fields. They eat mice so they stay closer to fields and cities. However, if the city is in a desert area, the owl can survive. I live in Tucson and we have pleanty of barn owls. They just stay closer to the city than going out in the desert.
