I was in high school from 1981-1985. We called them "pegged". It was not like skinny jeans today. People used to sort of fold the jeans tight around their ankles and then roll them up one or two small folds to make them stay that way. The daring kids and punk rockers actually sewed them "skinny". They didn't come that way. Also I don't remember anything being made of stretch denim back then. But very tight pants were popular, and by today's standards they were pretty high-waisted too.
