You are talking about a car made in 1994 which is not that old of a car. The answer is no for 99.9% of the cars built in 1994 or even much earlier. It depends on how many were built, how popular, and how rare they are. There are cars built in the 90s & 80s whose value has went up but they are not many.

If it is a car that is discontinued it depends on the previous years collectibility of the car in question. If it is a car that is very desirable, for the years after production the value stays very similar to production year (or it increases slightly). Some cars never increase in value. Some cars increase in value as soon as they leave the production line, but again; it depends on desirability and collectibility.
