In principle, yes, there are such devices. However, the only ones I know of are expensive and would probably be overkill for this usage; it would be cheaper to get an old PC and a webcam. Also, the ones I'm familiar with require internet access (which the PC will as well) and/or dedicated high-speed phone lines (even more expensive).
