The answer is no. Recent studies by scientists have found that fish do not in fact feel pain. According to well respected scientists, including Stephen Hawking (Who says, "I am much like a fish. I can not feel pain.), fish lack the neocortex in the brain to actually feel pain. They can react to pain, but do not actually feel any discomfort, and simply react to something touching them, much like an ordinary person.
