It would be very difficult and financially inadvisable, since fish flakes tend to dissolve rapidly in water. Also, fish flakes were designed as food for pet fish, any wild fish would much sooner eat a worm or some other form of live bait.
There should not be any white flakes in bottled water. If you have white flakes in your bottle, do not drink it, throw it away and open a new bottle of water.
