No a dog will not "nest" if it is not pregnant unless something else may be wrong with it so if your dog is nesting i would consult a specialist
Yes, a rabbit can build a nest without being pregnant. Usually false pregnancies cause this, where the doe believes she is pregnant and the body goes through the motions of pregnancy (i.e. eats more, builds a nest, can become aggressive, etc.). You may also notice a very crude version of a nest by either bucks or does during a heavy molt. If the rabbit sleeps in one spot and already has a "bed" made, while the fur is being molted out it can get caught within the bed and look like a very crude nest. *Note: This is not actually a rabbit making a nest, but can be mistaken as such*

keep the dog out of it for a few days and spray it down with bug repellent it works a wonder for me that kept mine away for a whole year

They rip hair off and coat the nest with it. Then they will give birth. Sometimes, though, they have a false pregnancy when they are close to male hormones and pretend they are pregnant. Within a week of building the nest they will usually give birth if they are, in fact, pregnant.
