they dont exactly understand it, but they can associate sounds , or words , with certain actions e.g. sitting with the word 'sit' Also they understand the tone in your voice not necessarily the words. You can call your dog a bucket-head in the sweetest voice, and they will come bouncing up to give you a big lick. It's not the words, it's the sound.
