All creatures are subject to the effects of drought. This is not necessarily directly by the effects of heat and lack of water, but often by the reduction of a food source. Owls often prey on small mammals such as mice, which usually enjoy a very healthy population, no matter what the circumstances. It stands to reason that owls probably fare better during a drought than many herbivorous creatures do.
