Yes it was an option. The swing away steering wheel is a rare option for a Galaxie that cost around $26.10 when ordered. Yes you could find it in the XL model as well as the 500 model even in a Galaxie wagon. This option was more common in the thunderbirds

How many 1964 galaxie 500 XL Convertibles were produced with the swing away steering wheel?

There were 15,169 Galaxie 500 XL convertibles produced in 1964. The swing away steering wheel was an option on all but the Thunderbird where it was standard after 1962. There were very few 500 XLs sold with this option but it could be ordered on any Galaxie from 1963 to 1966. As to the exact number of 500 XL convertibles equipped with this option I have been unable to find that information.

What are the manifold bolt torque spec for gm 292 engine?

I have an official 1963 Chevrolet Truck Shop Manual, published in 1962 by GM. I also have the Supplement Truck Manuals for 1964 and 1966, which are meant to be used with the 1963 Manual and cover changes made in those years. 1963 apparently was the first year of the 6 cylinder 230 and 292 engines, which continued for 1964. In 1966 the inline 6 cylinder engines included the 230, 250, and 292. The intake and exhaust manifolds are both mounted on the left (driver's side) of the engine and are bolted together as a unit. The 1963 Manual reads on page 6-19, "IF NECESSARY to replace either intake or exhaust manifold, separate them by removing 1 attaching bolt and 2 nuts at center of assembly. Reassemble manifolds using new gasket. Tighten finger tight and torque [joining bolt/nuts] [to] 15-30 ft lbs AFTER assembly to cylinder head." Page 6-19 of the 1963 Manual also shows a photograph of the manifolds' side (left side) of the straight 6 motor. There are positioning pins threaded into the engine block that insert into holes at both ends of the manifolds assembly. These are not bolts, but are pins. Between the ends of the manifolds assembly, there are 6 bolts, each with a spanner piece to clamp the manifolds to the engine. The longer, outer (front and rear) 2 bolts (with longer clamps) are torqued to 15-20 ft pounds. The shorter 4 bolts (with shorter clamps) that are spaced along the center of the manifolds assembly are torqued to 25-30 ft pounds. In the 1964 Supplement Manual, the manifold torques are not mentioned, so I assume are unchanged from 1963. In the 1966 Supplement Manual, the manifold torques are listed as 20 ft lbs outer bolt clamps, and 30 ft lbs all others.
