While unemployment may affect some, many fathers simply refuse to pay and many men father children they can't afford to pay for even with employment. Many fathers start a new family and then can't afford to pay child support for their first born children. Fathers who don't support their children are an enormous drain on the economy in the United States.
In many states, children of a certain age do have a say on where they live. However, in my experience, fathers are more apt to pay for college etc. if the children are living with them at the time. I don't know why you would like to make this choice, but you should recognize that rules to follow will exist in either household you choose to live in.
because this government is too gutless to admit that some mothers are rubbish the governmen does not want to house single fathers and single mothers and does not want to pay out chid benifitt o both parties it makes fathers pay as there is less chance of a backlash as fathers groups not powerful enough yet This can be highlighed by the fact that if a father has a child 50% of the time and the mother retains the benifit book the father still has to pay 50% of the child support to the mother! This ofcourse lessens the burden on the government but encourages some women to live off having children

Yes if the father can not do it because he's too young to get a job etc. The mother's parents usually pay a lot for their grandchild. It's better the family pay for themselves than the tax payers do.
