All fish are cold blooded, their body temperature depends on the surrounding water temperature. Yes, they do get cooler as the temperature drops. Koi and goldfish are more tolerant to cooler temperatures because they are descendants from Carp. Carp live in temperate climates that have warm summers and very cold winters. Lakes and rivers deeper then the frost line (usually around a meter below ground), are safe places for fish, like carp, to spend their winters. As the water temp drops, their activity and feeding also drops. They eat a lot less and move little during the winter months as well.

If a pond freezes solid or a considerable amount...there is a very good change that its inhabitants are frozen with it.
