Because it is a force. Gravity is one of the four fundamental forces (gravity, electromagnetism, weak nuclear, strong nuclear or color force).Gravity causes mass to accelerate. F = ma. Gravity must therefore be a force.
The gravity force is the weakest of the standard fundamental four forces of nature. To demonstrate just how weak it is, we can easily overcome gravity with a simple electro-magnet and pick up nails against the force of gravity. Or, as you just sit there reading this, you are demonstrating how weak gravity is because you are not sinking into the fabric of the chair you're sitting on. Why? Because the electro-magnetic force surrounding the atoms of the chair and your rear are preventing the gravity from pulling you into the chair.
Gravity IS a source of natural forces.
Gravity is the weakest of all the interactive forces and cannot be easily described by mathematics in the same way as electromagnetism and the strong and weak nuclear forces. Currently, physicists cannot fully explain why gravity is so incredibly weak in comparison to other forces.

The two unbalanced forces: gravity & air resistance. Because they are imbalance, he is accelerating towards the Earth's surface at 9.8 meters per second.
Natural forces are a invisible force trying to keep the world balanced. Pull and push are both natural forces so is gravity.

Niagara Falls doesn't really have any forces acting on it, but the gravity is a force. So gravity is whats causing the water to rush down. :)
