In Michigan, only NATIVE animals need DNR permits. This includes Red Foxes that are red in fur color (You do not need a DNR permit for a Red Fox that is Marble, Cross, Silver or ANY other color phase than red. Silvers, Marbles and Crosses ARE "Red" foxes though, just like how there are Yellow, Chocolate and Black Labradors, they are all Labradors) and you would need a permit for a Grey Fox. Fennecs are not native to Michigan.

Yes, you can keep a fox as a pet in Michigan. You are not required to get a license for a fox, but if you are bringing it in from out of state, you may be required to submit the animal to the DNR for veterinary examination and the like.

Since the fennec fox is not native to Michigan, the Michigan Department of Agriculture and the Michigan Department of Natural Resources do no have any regulations on fennec foxes or other non-native foxes beyond a interstate health certificate.

However, there are also county and city ordinances that you have to comply with. Some cities do not permit ownership of a fennec, while others have strict regulations, and some have no regulations at all beyond what the state has set.

Yes. Foxes do live in Michigan. I have maybe 5 in my backyard forest.
