Gauss's Law is generally used to calculate the the total electric flux through any closed surface or the total charge that is enclosed by that surface. Realize that a closed surface is constructed. To find the flux across an open surface, you must construct a Gaussian surface to enclose the segment that is being analyzed. It takes some strong gauss to wipe a credit card. Most metal detectors only detect ferrous materials they do not emit much gauss as they only need to detect a distrubance in the gauss lines to give you a reading on the detetctor. So the answer is no. You also should not be able to FIND credit cards with a metal detector - let alone mess with the magnetic strip on them.
It was explained to me in Combat Engineer school many moons ago. Metal detectors emit weak magnetism at a specific gauss and power. It recieves this same information on another part of the detector head. This variance in the two spikes the detector if it meets the threshold and a reading is discovered. Dialing in the detector allows the user to decide what they want to detect and sometimes at what distance they want to be able to detect it. It works with gauss fields and detecting the discrepancies on the returns of a known broadcast field. To see gauss lines get some iron filings and put them on a table - put a magnet under the table and move it under it. Those lines where they gather are gauss lines.
