You don't, its a KANTO region Pokemon! But, if you have a GBA game like Pokemon Sapphire or emerald, you can import Pokemon like vulpix into your diamond game. OR you can trade at the global trade station or have a friend trade if they have a vulpix! From a Pokemon Master

Just like finding regular, non-shiny Pokemon, you have to walk around. There is a small chance that when you encounter the Pokemon it will be shiny. That, or use an action Replay code. Or you could trade someone for one.
If you receive a Pokemon from a friend or from the Global Trading System, you cannot change it's name. The only way to make sure the Pokemon has a name that you like is to get it from a friend and ask the friend to change the Pokemon's name before they trade it to you. You can also trade Pokemon from one of your own games to another of your games, so the Pokemon will have a name that you chose.
No. Just like in Pokemon Pearl with the Pal Park you can only trade from Pokemon pearl to black, not back
No but you can get Lugia in Pokemon Xd just trade it to a GBA Pokemon version like Ruby then trade it to colosseum.
I have not played that game but ive played Pokemon pearl and i hear that they are like twins such as sapphire/ruby so i am pretty sure that you have to get a gym badge first just like in pearl.
