Not all dogs can swim. Some bulldogs, greyhounds and Italian greyhounds and whippets cannot swim. Bulldogs have problems due to their body mass vs their little legs. Greyhound breeds or other sight-hound breeds often don't have enough body fat for buoyancy in addition to their long slender legs being a problem for keeping them afloat.
