It's probably a bad idea. They can get fibers stuck in their throat and choke. If you want to put fabric in your piggies' cage, use fleece.

Yes. Otherwise their teeth get too long and they can't eat. Give them a salt and/or a vitamin+mineral block. Most pet shops sell these.
