No. Unless you use the stricting definition of "fluid". Hot gasses is a form of fluid so the gasses formed by the buring of the powder can be consided a fluid.

Guns require oil to keep the moving parts lubricated. This oil is a fluid but it does not really move or flow during the operation of the gun.

Large artillery guns have a shock absorption system that is used to resist the recoil of the barrel. This shock absorber does contain hydraulic fluid.
