I've seen guys playing with girls headwear, when there is mutual trust between them, of course, you wouldn't want to do that to a complete stranger, you don't know to for what set of ideas or reasons they are wearing a headscarf. A religious headscarf sends a message "I am religious, conservative and do not want a male around me" by default, and if a guy is unsure of how the girl will react, he will not approach her to socialize and respect her mindset.
