I suppose it depends more-so on the enviorment around them, and what's going on. For example, if the couple or two people were involved in a sexual acitivity then it probably would be a reasonable time to be doing something like that (behind closed doors by the way) while other women don't like it being done in public and think of the men as rude or something along those lines.

Yes, probably while having some sort of sexual activity, however, most in public mind it because it somehow will either downgrade them, or show disrespect to them - I wouldn't do it.
