Generally, no. They move around too much to stay in one school and often don't attend school where they are. They are an "unknown" population of children because the school doesn't know they exist. Today there are 25 million homeless children in the United States and many will end up homeless as well because they do not get a consistent education and only get bits here and there.

Kids' recesses are absolutely necessary for good education. Recesses promote exercise and hand-eye coordination, which are both required for successful education. 15 minutes is a good, minimum time.
